The Ministry of Social Development was responsible for providing the New Zealand Government with strategic social policy advice and sectoral policy advice in respect of income support, child youth and family, and community policy.  The Ministry's service delivery areas were responsible for the delivery of income support and employment services, student loans and allowances, New Zealand Superannuation, Veterans and War Pensions, and other specialist activities.
