From 1840 until the late nineteenth century, the Colonial Secretary's Office was the hub of the colonial government, with a wide range of responsibilities. As the colonial government grew, these responsibilities were gradually passed on to newly formed departments, until by the early twentieth century the Colonial Secretary's Department, now known as the Department of Internal Affairs, no longer occupied such a central position within government. During its history, the Department has been home to a miscellany of functions, including: supervision of local government; public health; agriculture; naturalisation and citizenship; cultural matters; civil defence; gaming laws ; cinematograph censorship; carriage & storage of dangerous goods; wildlife; distinguished visitors; promotion of national arts; and constitutional matters.

Judge James Walker Bain (AGFV)

In the course of his work as a Stipendiary Magistrate at the Auckland Magistrates Court, James Walker Bain created notes of evidence, judgments and summings up. These records were transferred to Archives New Zealand by the the Auckland High Court in 1981.

Prior to 2003 the Ministry's main function was to provide advice to the Minister and Associate Ministers of Justice on policy, strategic direction, and legislation. In 2003 the Ministry was merged with the Department for Courts and so gained a new function, which was to provide services and facilities that support judicial decision-making processes and the process of bringing proceedings to courts, tribunals and authorities to be heard and decided.
