Ministerial responsibility was established with the appointment of a Commissioner of Customs by the Governor under the Customs Regulations Act 1858. The first commissioner was appoointed in 1859. This followed the release of Customs from control by the English Treasury with the beginning of responsible government in 1856.

Before 1870, ministerial oversight of Justice was held by the Colonial Secretary. During the Provincial period 1852-1876, this oversight consisted of writing the laws related to justice and the appointment of senior members of the judiciary while the control of police, jails, sheriffs and coroners was held at the provinical level. It is assumed that due to the ongoing difficulties of running a judicial system on this divided basis that a separate portfolio was required to respond to the various Commissions and reports undertaken before the establishment of a separate department of Justice in 1872.

The science and technology portfolio dates from the 1926 Scientific and Industrial Research Act. This created the Department of Scientific and Industrial Research (DSIR) and appointed a Minister in Charge. The new department consolidated various laboratories and scientific agencies that had been administered by different departments. The science sector was restructured in 1992 when the DSIR was divided into ten Crown Research Institutes (CRIs).

Establishment of this portfolio occurred after the creation of the Stamp Office under the Stamp Duties Act, 1866. The actual starting point of the offices was after an order in Council dated 22 February 1867. The first commissioner was appointed on 6 May 1867

Activities encompassed within the Statistics jurisdiction included the collection, compilation and publication of official statistics and census, and military registration during World War I. The amount of statistical data collected by government increased over time, with official statistics used to assist in policy and planning decisions.

New Zealand was the first country in the world to establish a government department for tourism. The government was originally involved in the direct provision of tourist amenities and travel services. After 1950, the focus shifted to promoting New Zealand as a tourist destination and providing incentives to encourage private enterprise. By the later part of the 20th century, the government had ceased providing facilities and was principally involved in promoting and regulating the tourist industry.
