On 1 April 1988 the Commercial Division, Ministry of Works & Development, became Works & Development Services Corporation (New Zealand) Ltd, a state-owned enterprise under the State Owned Enterprises Act 1986.

Works Consultancy Services was initially a division of the newly formed state-owned enterprise. It was not until 1991 that it became the wholly owned subsidiary Works Consultancy Services Ltd.

R Corporation Limited, operating as the Works and Development Services Corporation (New Zealand) Limited until 1997, provided consultancy and civil engineering services to public and private sector clients throughout New Zealand and overseas. These services were provided through the Corporation's subsidiary companies.



Once these subsidiaries were privatised, the Corporation's role changed to managing residual Crown interests. It was charged with realising the remaining assets, discharging the outstanding liabilities, and managing contingencies prior to official liquidation.

The Immigration and Public Works Department was established in 1870 to undertake public works such as the construction of roads, railways, bridges, public buildings and power stations. In 1948 it became the Ministry of Works and in 1974, the Ministry of Works and Development. It was restructured as a State-Owned Enterprise in 1988.
