GENERAL


A Commission of Inquiry was appointed on 12 March 1973 to inquire into and report on the declaration of a state of emergency in Parnell, Auckland. An emergency was declared when the ship Good Navigator was found to have leaking drums containing the hazardous substance Merphos on board, when unloading of its cargo commenced.

The Commissioners were R.K. Davison QC (Chairman), Dr W.I. Glass and PJC Clark.
